2023 年，《Monocle》杂志新发布的 2023 年宜居城市榜单将话题引向“直面全新的城市生活挑战，并坦然享
受一切”。榜单延续了以往的多个标准，比如出行便利度、生活成本、市政府管理等。许多去年出现过的“微数据”，
比如一杯卡布奇诺的均价、一杯红酒的均价、平均救护车反应时间等也被保留了下来。此外，比起 2022 年更受关
注的自行车相关标准，今年新能源汽车赢得了目光。具体而言，该指数是包含了安全 / 犯罪、医疗保健、气候 / 光照、
国际互联互通性、公共交通、建筑质量、环境问题与接近大自然的程度、城市规划、商业条件、积极的政策制定及
包容度。在《Monocle》杂志的指数排名前 10 位的城市是维也纳（奥地利）、哥本哈根（丹麦）、慕尼黑（德国）、
苏黎世（瑞士）、斯德哥尔摩（瑞典）、东京（日本）、马德里（西班牙）、里斯本（葡萄牙）、墨尔本（澳大利亚）。
2014 年，城市建设杂志社组建中国宜居城市研究中心。之后，该中心在“全球城市宜居指数”框架基础上，参
考各类国际专业宜居指数标准，结合中国国情，基于 shapley 值法对中国城市宜居性及宜居指数进行全面综合分析
研究，确定了城市宜居性框架的四个大类：经济活力与竞争力、环保与可持续性、城市治理与公共安全以及社会文
化状况四大类共计 90 项数据指标。城市建设杂志社分别于 2014 年、2017 年、2019 年以新闻及专刊形式发布了
中国城市宜居指数分析报告。
随着中国城镇化的迅速发展，城市的宜居性正面临着前所未有的期望与挑战。城市居民对衣食住行、公共服务、
绿色环保和城市的高效治理具有更高的要求与期盼。因此，我们依据当前形势，对中国 100 座城市的宜居性做出定
量与定性的政策研究。城市建设杂志社的中国城市宜居指数正是我们积极迈出的第一步，希望能引发各界对中国城
市宜居性的关注，为实现对城市美好生活的向往而共同努力。
